Have you considered getting a hot plate? A single burner hot plate like that works wonders when it comes to starting coals. Granted your coals will still take a few minutes to get going, but that's just the nature of the beast. Again, having never used a heater myself I can not say for certain. I would assume you're correct though, and that they are unable to heat properly. It could be a uniformity issue as well, which would cause heat management problems.
Buy a hot plate. Cheap and you can cook.
