If the unexplainable and odd 5% of cases that Dr. Kaku mentioned were all explainable by secret military technology, then we'd have to accept that humans have technology that is astonishingly beyond known science. Dr. Harley Rutledge of Project Identification literally began crossing his fingers when teaching about Newton's Laws in college physics classes because he had seen "UFOs" accelerating in ways that inertal objects simply cannot given our understanding of pyhsics. I think it's actually less plausible that human beings secretly have technology that explains the truly odd cases than it is to think there could be more advanced intelligences at work.

Consider the RB-47 report from 1957, classified as unidentifiable by the seminal Condon Report. Do you really believe that there were secret craft in 1957 that could hover, outmaneuver a cutting edge spy jet, as well as disappear from radar and visual sight simultaneously? And then reappear on the opposite side of the plane?

To take another case from the 50s that the Condon Report couldn't explain, do you think humans could make 12 crafts that could hover, merge into a single craft, and then travel at 12,000 mph in the atmosphere? Without creating a sonic boom?

Have you read the book "Project Identification: The First Scientific Field Study of Ufo Phenomena" by Harley D. Rutledge? See if you can get an used one, because it's out of print. Very insightful reading.
