The Mr. Clean "Magic Erasers" (which you can buy generically for far cheaper although I don't recall where, sorry!) can do wonders with shower grime.
I think you're on the right track in terms of the flooring, or you could also cut up something like this which might be more waterproof - if you just put carpet on top of the linoleum you're asking for a layer of grossness in between.
/u/faloun is right though...talk to your landlord and see what leeway you have, I imagine they wouldn't be upset if you replaced the shower curtain rod for example.
