Here is some general info though. FPS is influenced by the GPU and CPU mainly (as well as other factors). Getting any dedicated GPU will be a vast improvement over your current integrated solution. I'd recommend the 5670 which can be bought for $65 used on Amazon.

Radeon 5670 scores a 1234 on the PassMark scale and the nVidia 9800 GT ranks at ~916. Both are good and at this point you might be limited by your Pentium CPU depending on it's architecture. If it is any of the newer Pentiums then you should be fine.

If you still aren't satified with the FPS of your game then you should look towards the CPU. TF2 is a cpu-intensive game and very often the FPS is limited by the CPU. The trick to checking if you are CPU bottlenecked is to run timedemos at resolutions starting from low to high. If they come out the same then that means the CPU is holding it back. Another way is to monitor the FPS through net_graph 1 in the console. If the FPS worsens when the resolution increases, then its your video card.

That card could probably run on a 250w power supply; It was made more for HTPCs. I'd return it if possible and buy a HD5670, a significantly better card for 10$ less. If you were happy with the performance of that card then just wait! :P
