There are several different kinds of balloons. There's the long skinny kind that are intended to be filled with normal air and shaped into balloon animals. Then there's the normal general purpose round kind which can be filled with water, or air, or helium. Then there's the metallic ones which are intended to only be filled with helium. (The metallic coating holds the helium inside longer.) There's also the small thin ones which are intended to be filled with water. They're small so that you can throw them easily, they're thin so they will be more likely to break with they hit their target. There's also specialty balloons like the huge ones for use in advertising (Fill it with helium and have it haul a sign into the air.) and weather balloons.

However the balloon in the picture is none of those, it's actually a punching balloon, which is a large thick balloon which is intended to be filled with air and then using a rubber band around your wrist you punch it and it will bounce.

So this is a punching balloon filled with mercury.

Nitrous is legal to possess, but illegal to use as an inebriant (in the US). I'm not sure what it's legal status in Mexico is.

I recommend getting a whipped cream dispenser like this:

Normally, these are used to make whipped cream at coffee shops or cake stores. You pour cream and sugar into the canister, then "charge" the canister with nitrous oxide. Nitrous chargers look like a CO2 cartridges, except they're filled with nitrous oxide instead of CO2. They typically come in boxes of 24. Once pressurized with nitrous charger, the cream and sugar mixture emerges as a thick cream foam when you pull the trigger.

However, for recreational purposes, you skip the whipped cream, and simply load the dispenser with pure nitrous oxide gas. You can then either suck the gas directly from the canister or blow up balloons with the gas. (If you use balloons, you can rebreathe the nitrous, which extends the experience and conserves on gas.) As far as when to use it, I'd say it's good to use any time after you've come up. People tend to like it a lot, so be sure to stock many boxes and boxes of chargers, especially if it's a big party.

It has a very good safety profile. It's used as an anesthetic for children and old people. The main cause of injury is people who get wobbly and fall down. So, best to use in a padded environment, low to the ground. It has a low addiction potential (though I've known some people who got addicted). If you get addicted, the main risk is that you will suffer vitamin B12 depletion, which in turn leads to peripheral neuropathy (constant pain in fingers and toes). But you have to use boxes and boxes over months at a time for that to happen.

Visually, nitrous potentiates the effects of psychdelics/MDMA. Lights seem brighter, you often see tracers, and the whole world is bathed in a warm glow. It's very similar to the slo-mo scenes in the movie Dredd (note, some of the scenes in this clip are pretty violent):
