Elomi has the Bijou, Amelia, and Smoothing - they may be wide for you compared to Cleo and their bands are a bit stretchy, so depending on your measurements you may want to sister size down. Sculptress by Panache has the Pure T-shirt and Pure Lace which should be a narrower and have a firmer band like Cleo. And there's the Curvy Kate Daily Dream which is a lightly padded 3-part balconette that might give you a bit more room and shape than the molded options.
I'm not familiar with the shape of Mimi, but I would guess that it was too open on top for her. I wouldn't think that the cups were too tall since Pure Lace and La Femme both have taller cups than Mimi.
Wacoal does have several other bras that are available in 36H, and one unlined bra that goes up to 36I (Retro Chic), but I have the feeling that if La Femme is too shallow for her in 36H (and I agree with you that it is), then that size isn't going to work for her in any other Wacoal bra.
If she likes Pure Lace, Sculptresse does have a non-lace version.
