CPUs: do the large majority of all your processing, hence Central Processing Unit being their name. This is the backbone of your build, i.e. don't just settle for the cheapest one.

Cases: Basically, as long as it has good reviews and a design that you dig, buy it. No real recommendations on this one, everyone's got a favorite if you ask around. Careful though, don't waste too much of your budget here, it is easy to buy a really nice case for under $100, no need to go crazy and buy this one.

Graphics Cards: Check out here
if you're looking for some recommendations on your price range. This is the part of your computer that does most of your visual processing, i.e. it is extremely helpful while gaming. My recommendation for your build would be a Radeon 7950, it balances incredible speed with an incredible price.

Memory (RAM): RAM helps your computer store important information in a pinch and access it readily, although not long-term. Basically, it is extremely important when running great-looking games at higher settings, as rendering everything takes up gobs of memory. 8 GB of RAM is the norm these days for most gaming builds and works well with your price point. Any more RAM and you won't even get close to using it.

Power Supplies: Go for a modular one (although it may be more expensive), as managing all the cables that snake out of it and into your components can cause quite the headache. A modular power supply lets your remove cables that you don't need (you start with many different types, an excess) and keep the ones that power your parts, minimizing cable clutter. For a build like this, only about 500-650W is needed to keep it up and running.

Coolers: Can seem like a good idea at first, but honestly in my experience, as I usually don't overclock my CPU or graphics card, the stock coolers (the ones provided with your CPU and graphics cards) are quiet and work well. So in short, aftermarket coolers are usually unnecessary for a mid-range build like this.

Motherboards: Check out [Logical Increments] (http://www.logicalincrements.com/) to select the one with the best ports for you. My tip, don't spend more than $100 on this one, you can find one with HD Audio, some USB ports, and HDMI for under 100 bucks which is more than enough for your uses.

If I went balls-to-the-wall, I'd probably get the Silverstone TJ11

For something a little less expensive, either the TJ07 or the FT04.

Best is incredibly subjective. Best cooling, best noise, best aesthetics, best performance for dollar are all things to be considered. Without any further information, I may as well suggest the TJ11.

There's the Silverstone TJ11-BW. I'm guessing it's also out of your price range, though. :/
