The more expensive set will set you back about $90, but it's worth it, because it has a PSI gauge, has a standard attachment for the hand pump, and you can buy a lot of other acrylic pieces that are compatible with the pump.
My only complaint about the more expensive set is the vaginal cup is pretty large. If your partner is petite, you may not be able to get suction. If she has thicker thighs, she might not be able to get suction.
As for the difference between pumps, the cheaper pump is plastic, while the better one is metal. Not much worry, though, as the hand pump is not likely to break.
The $7.99 pump is definitely of mediocre quality. You get what you pay for. Only buy it if you want to try it without setting yourself back $100 for something your SO may not ever let you do again. Again, remember, if it's not very effective, it's because the $7.99 pump is cheap. The acrylics with a proper vacuum pump will do the job way better.
Another benefit of the acrylics, is that if you play with multiple partners (We're BDSM), the acrylics can be sterilized, while the plastic pump can't be.

I bought this one on Amazon, we have only used it 5 or 6 times so far. It hasn't broken and still holds suction, actually it has more than enough suction. The only issue you have with the hard edge is getting a seal, some complaints are that you have to get it just right so your bones don't cause it to lose suction. However, I have never had this issue.
