You aren't gonna get much better than 8cr13mov for under 50. Especially in a good defensive blade. The Emerson wave is probably the fastest way to deploy a knife other than a fixed blade. If you want a folder I'd suggest one of these

I know you said you don't like the plastic handle, but have you considered a waved Endura? With a small amount if practice, it will deploy as you draw it, and it has about a 4" blade. Personally, I would buy a less expensive knife (like the Endura) for duty, and a nice fancy weekend knife that you aren't going to thrash on as much. That's just me though.

Have you been turned down for concealed carry yet? Apply for a CCW first, that's your best tool for self defense. Law of the land in CA is shall issue (Puerta v Gore) but many areas are refusing to follow the law until appeals are heard, but it's worth a try.

Either way it sounds like you should take a judicious use of lethal force class to learn what to do, when, and how. The number one priority of course is running away. California has both stand your ground (Lethal force may be justified in the defense of yourself or others in a situation facing imminent bodily harm) and castle doctrine (home invasion is considered to be an imminent bodily harm situation). In CA if you don't act within the law they have no problem putting you in jail so it's up to you to shoulder the responsibility if you choose to carry. Also regardless of whether or not you acted within the law you will get sued after the fact.

Because I hate it when people get preachy when asked a question and provide no actual relevant information, in regards to your question:

In CA there are usually no length restrictions on a knife you can concealed carry, only the type. Basically a folder without being a switchblade. In schools the length limit of a fixed or locking blade is 2.5" In city buildings, meetings, court houses, etc the limit is 4".
