Depends on what you want to paint and how much you consider cheap.

Reaper's Bones will no doubt get mentioned a few times. They're very inexpensive compared to most figures. They're also cast out of PVC and have some quirks to them. They're good to practice on and there's a range of subjects so you're likely to find something that you like.

I frequently recommend picking up a higher end boardgame instead. Stuff like Zombicide, Descent, or Imperial Assault will get you 36 to 71 figures at less than two dollars each.

That said, if you aren't buying models from Games Workshop or one of the other premium game producers, like Wyrd or SodaPop, You can probably find something you like for a reasonable price. Did you have anything in particular in mind?

Yes, it is $70 out of the box. But from what I have heard the in-the-box content is a lot more feature complete than stuff like the LCGs and X-Wing and Armada. I cannot actually recommend it to you because I haven't played, but if you want the Star Wars boardgaming experience this much, I would say watch and read some reviews (and perhaps some negative reviews) and see what you think. Outside of purely collectible games (X-Wing, Armada, LCG) and RPGs this is what is available.

Almost every Fantasy Flight Game can become an expandable moneysink if you allow it, but this looks like the best all-in-the-box Star Wars board game from my outsider's perspective.

I started out with Smash Up and Eclipse just recently, but have decided that building into cooperative games will be a good idea. Playing against the family to win can get a little old so here you go

If you look on the back of the box it will have a small icon with the sleeve color and amount required. My work blocks the FFG site so i can't get you a great example but the listing on amazon shows it on the second picture. You can buy the sleeves right off the FFG site

As to the larger hero cards I got a set of these ultra pro sleeves, they fit nicely into the bottom 2 sleeves and jsut had to be trimmed down to length
