Hmm, Maybe have the carrier in the car, but if the cat is harness/leash trained, there are cat seatbelt leashes. they're not too long so they can roam around in the back seat, but they buckle into the seatbelt lock.

You can also get a leash that clips into the passenger seat belt if your pup is like mine and sometimes likes to hop out at red lights!
