Interesting! I just finished removing mice from my attic. They'd been up there for a while and had a nice race track established through our insulation. The smell wasn't bad, frankly there weren't many up there. It sounds like a different situation than you.

Rats are a different animal (much more robust) and they can chew through about anything. So I can't speak exactly from experience on the difference on how they got there or best approach.

Here's what I did.

1. Snap Traps w/ Peanut Butter. NO RAT can resist the peanut butter. Hell, I can't.

  • Check hourly, then daily.
  • Tie a string to the trap! so if they run off with the trap, just pull the trap and rat back (fun trick)
  • If you're not comfortable killing the rats, use a live trap.......... Then proceed to feed the rats to cats.

    2. Use repellents. I use fresh cab. Fresh cab smells surprisingly good! There are also electronic repellents, poison, and similar stuff to fresh cab.

    3. Identify the source of entry in the house. That doesn't necessarily take a professional. Maybe a handyman if you don't know what you are looking for.

  • Rats can chew through everything. Concrete included. So check your foundation.
  • Check where your air conditioner hose comes in.
  • Check gaps in siding, under porches. Anywhere you can have a foundation crack, electrical or plumbing entry.
  • Hire a Structural engineering company to use thermal technology to help.

    4. Seal any open gaps. [Use Great Stuff] (https://www.amazon.com/GREAT-STUFF-Cracks-Insulating-Sealant/dp/B0002YX98O/ref=sr_1_5?ie=UTF8&qid=1479331412&sr=8-5&keywords=great+stuff)

  • Also use silicon caulking where applicable.

    5. Remove any food or sources of food rats or mice could be using. If you have bird seed or grass seed in the garage. Seal it up in a bin or put traps out there too.

This is what I'd start with and replace any insulation that was stinky with store bought BATT insulation.

There are these humane traps which are catch & release traps (for example)... and other people use quick kill snap traps.

No matter what you choose, it's better than using rodenticide which doesn't even kill the animals fast but makes them suffer and then the animal that eats them (the hawks, the coyotes, etc) then suffer afterwards. Even your own pets like your dogs and cats can die from the rodenticide or eating an animal affected by rodenticide.
