Personally, I got two adhesive bras, one B cup and the other an A cup to nest inside it. The adhesive can be used to stick the two together. I leave the plastic on the nested A cups and use them as inserts, since the adhesive is mostly for enhancing cleavage and for wearing backless dresses.

It depends on how the bust was constructed. It is often easier to build out to fill the cups with something like these cutlets.

I've tried them once for when I went to prom and they are awkward but you can also get ones where you can cut them to fit around your fabric.
