I'm in Texas and I have never seen it. However, we get so much sun here that many parents are moving towards the rash guard/bottoms combo. That is what I would recommend for any child of either gender under 6.

We've been doing swim classes at our YMCA since just shy of my daughter's 4 month birthday.
The purpose of swim diapers is to protect the pool from poop, not pee. They are not waterproof.
First, check with the pool - every place has different rules. At my YMCA, they only require a swim diaper. However, a friend told me her swim location (not a YMCA, if it matters) requires a swim diaper and a waterproof cover like this. My mom said when I was a baby, the YMCA we went to required double-diapering.
So, call the swim place you're looking at and ask them what you should buy.
I personally am a fan of iPlay Reusable Swim Diapers. They do run small, so I'd recommend getting a size or two bigger than they say. (For instance, when my daughter was 4 months old, we put her in a medium even though their size chart said she'd fit in a small.) I also bought the waterproof covers I linked to above, just in case she pees in the swim diaper while we're in the car (so she won't pee in the car seat!). We take them off before we go in the pool, though.
And, no, we've never had an issue with poop in the pool. :)
swim diaper/swimsuit or just a swim diaper.

I got my daughter a combo like this that came with a hat. Pro tip, swim diapers don't hold urine, so put that on last, and change her out of it once done swimming.
I bought this blueberry one: http://www.amazon.com/dp/B00EIMW0I6/ref=cm_sw_r_udp_awd_i7Botb11P3DXC and I love it!! Fits my 25lb chunk beautifully, super comfy. http://imgur.com/rjRL84T
We use the iplay reusable swim diapers and they come in a very small 3 month size: http://www.amazon.com/play-Swim-Diaper-Months-Posies/dp/B00JWWOS8M
We've taken our almost 6 mo old swimming, she's not sure about it but it's fun :)

She recommends "blocks" over "screens" which is basically physical blocks vs. chemical screens that absorb into skin. Makes sense to me...
be careful of the sun, he probably can't go too long. Have fun!
We use Finis swim pants. We have 3 pairs and one other off brand that we had to buy at the swim school in an emergency (Our swim school requires them to wear two pairs of swim diapers). My son is about 23# and the Finis is a great fit, even w/ his chunky thighs. There is some minor variation in sizing. The two we have w/ the school logo on the butt are tighter in the leg openings than the one w/ sea animal print we ordered from Amazon. It's not a HUGE difference, but another parent told me they noticed that w/ their kid too.
My son did poop in his one time and it was totally contained by the first diaper.
It looks like these swim diapers on amazon in size 6 months go from 10-18 lbs.
I have an awesome daughter/dinosaur. <3
I love her.
And for her, I would love this.
Go on Amazon and buy one resuable swim nappy for $12 instead of a $9 pack of Huggies, then you've got it for summer, too.

Also I started my EBF kids in swim lessons at 4 and 7 months, and nappy always held.

We are in love with the Swimzip one pieces (I see that they have two pieces also though). They have long sleeves and long pants which means wayyy less sunscreen to worry about and the best part is that the zipper goes all the way down the leg, like footie pajamas, so I find them really easy for diaper changes. They are prime eligible on Amazon so you could definitely get one in time! They are a little pricier though, like $30-40. Just search swimzip baby on Amazon or their website is here: https://swimzip.com/
I've also seen lots of snap bottom one pieces on Amazon as well.
Edited to add I just saw this two piece on Amazon from swim zip that sounds like what you are looking for: https://www.amazon.com/dp/B01BYMZHH8/ref=cm_sw_r_cp_api_RApAzb9PHVV03
This is so timely. My best friend had her first baby this last year and the little one just turned 6 months old. This is my pool pal and I started thinking about this upcoming summer and how her daughter will be old enough to enjoy it. I added the CUTEST little swimsuit to my list.
This woman and I have known each other for 7 years now. We were working as servers at the same restaurant but we weren't more than work-friendly for a couple of years. She and my sister were actually close first and we got to know each other better by proximity. One day she just opened up her heart to me and we have been besties ever since.
I do not know many people who have been through the relationship betrayals that I have watched her endure. She was in a 5 year relationship that ended with her SO in prison... she found out about his arrest on the news. I will spare you the details, but he is now listed as a sex offender. It was so painful to watch her try to reconcile this man that she loved, shared a home with, and thought she knew- with this separate life he had been living. I watched as she put herself out there again and fell in love. And I had a front-row seat when that fell apart spectacularly. It's a complicated story, but essentially that boyfriend had been cheating on her for pretty much the whole relationship- with his child's mother. Through some strange twist of fate, she fell in love with a man she would likely have never met if that precise scenario hadn't taken place. He respects her, he cherishes her, and most of all he makes her happy. They made the most precious little girl and I have the honor of planning their upcoming wedding.
Not only have I watched in amazement as she took blow after blow yet maintained her hope and ability to trust, but I have poured out my own soul to her. She has patiently listened to every crisis (small or large) that I have encountered and walked with me through all my hard times. Her counsel offers no judgment. She has been such a beautiful example of sacrifice, encouragement, and strength and I try to reflect that back to her at every opportunity.
Now that I think about it, I probably need to put that in a card for her.
