We looked into getting a vest but opted for one of these yellow leashes.
You'd be surprised at the difference it makes and people can see it farther off than a vest.

Sometimes he's okay and sometimes he's not. As long as you keep putting him in situations where the variables are unknown, he is going to get worse. Until you find a trainer to help with positive reinforcement and behavior modification, I would recommend just avoiding meeting people and keeping a wide distance late at night. Part of the reactivity is the bond of trust between you and your dog. He's already let you know that he doesn't like meeting some people. He just wants to walk and do his thing. The more he trusts that you won't put him in uncomfortable situations for him, the more relaxed he will be. Alternatively, if you continue to let people approach and pet him, he will get more comfortable and practiced in his barking and lunging. If the barking and lunging doesn't work or he feels particularly threatened, there's a good chance he could bite someone. Then you have a much bigger issue. You're doing the right thing by asking the right questions. Definitely look into trainers in your area. You can also reference behaviorist blogs for tips now and even references. Patricia McConnell is a personal favorite.

I'm not sure about color coding but you can get bright neon leashes that actually have things printed on them. Here's an Amazon link to what I mean. There are also ones that say caution and so on.

Also a nervous rescue owner, this has helped so much with making people second guess touching without permission. There are also harnesses, collars, and bandanas for your liking. I know this has been a huge relief for my dog who now gets pet without permission a lot less. (Btw I have the 4 ft one)

Edit: I work in a personal injury law office and while I am not a lawyer, I do understand that you as a dog owner have a duty to warn people in the rare case a dog could have an episode especially if you have prior knowledge of the behaviour, its harder for people to claim they could not have reasonably known to approach a dog with care if its clearly stated on something they wear.This is not legal advice but rather my understanding.
