Once I got the bare roots, I pruned any broken bits and soaked them in water for 24 hours before planting. I didn't dip them in anything else BUT the biotone starter fertilizer has mycorrhizae in it, which I think helps stimulate root growth. I used about 3/4 cup mixed into the soil of each hole.

Edit: sorry, forgot to answer the rest of your question. It was potting soil + compost from the garden center, not a special rose mix because I figure I can fertilize specifically for roses, plus I want to plant non-roses in this space eventually as well. Beneath the raised bed I dipped into the natural soil of heavy clay, so I added gypsum to the very bottom of the hole to help with that before back-filling.
In short, burry it in the yard before the ground freezes. I recommend this book- Growing Roses in Cold Climates: Revised and Updated Edition https://www.amazon.com/dp/0816675937/ref=cm_sw_r_cp_apa_i_nSJMDbZS2MBHS
Mix these two chemicals together in a sprayer, only need to spray once at the beginning of the year. DILUTE HEAVILY because this stuff is super concentrated. Too much will cause harm.

I use Bonide Systemic Granules every 8 weeks. It's absorbed through the roots and protects the plant, which kills the grubs.
