Google peanut lighters.
Uses lighter fluid, doesn't leak and doesn't let fluid evaporate.
Maratac brand seems to have the most varieties, made with different material from stainless steel, copper, aluminum, brass and different sizes, They look more well made than most chinese-copies and are within your budget.

You can find a really cheap one on Ebay, chinese-made, chrome-plated. They work just fine but the finishing will wear off if you carry it in your pocket.

Originally they came from WWI era (you know, trench warfare... trench lighter? Get it?). It's probably a reproduction though.
It's still cool though. it uses fuel and flints like a Zippo.
If he's a full-time pack a day smoker, i'd suggest buying him a bulk pack of lighters. Usually you can find those in that 20-30 range. Sometimes a bit higher if he's worth the price.

Make sure there isn't some other weird adjustment on it. I have this lighter that I picked up at a yardsale. The bottom had the same thing yours had (what I assume is the filling port (I don't use butane)) with the +/- adjust. But I also found out, having the same problem, that the bottom of the lighter turned. Which was apparently another adjustment that did what the adjust should have but didn't on mine (the metal piece didn't move).

Last time I checked you cannot send lighters with fluid in the mail so that is why it was rejected.
