Maratac brand seems to have the most varieties, made with different material from stainless steel, copper, aluminum, brass and different sizes, They look more well made than most chinese-copies and are within your budget.

You can find a really cheap one on Ebay, chinese-made, chrome-plated. They work just fine but the finishing will wear off if you carry it in your pocket.

Seems to the cheapest on Amazon too, this one about 1.8 inches tall.
The finishing is similar to zippo's black ice finishing, but mine has wore off already.

It's essentially a mini Zippo, but sealed better so the fluid doesn't evaporate, and comes with a waterproof case that you can use to keep some travel tobacco in too. Oh, and the lighter is small enough that it can be used as a tamper! Highly recommended for piping on-the-go!
