Mounted above the screen and works great! Has a remote which I can use while running if I need it. Wind coming off this thing feels amazing!
It'll depend on how your building has been built, but for a typical building I think the noise will be unbearable for your neighbors, especially for the one directly under you. I live on the second floor of an apartment building. I left my treadmill on at 6mph and went downstairs to see how bad it would be and sadly it was fairly loud and you could tell the whole area was vibrating. I have hardwood floors and placed the treadmill over a half inch thick mat. Link to it here so you can see. You might get away with it during the early evenings, but I had planned to use it around 6am every morning and i know my neighbors would have been pissed.
