Mid-August is high season so it will be hard to find something that is not cheap. If you want cheap booze and great parties, I would recommend that you look away from Western Europe and look at the Eastern block. Stay away from the likes of Ibiza.

You can probably find something cheaper in Thessaloniki and it was also voted one of the top Ultimate Party city by Lonely planet a few years ago: http://www.lonelyplanet.com/travel-tips-and-articles/39339.

Skiathos and Kos have been recommended by a friend of mine that is Greek but any islands will be more expensive.

Belgrade also has a huge partying reputation.

They talk about a lot of places. For cheap, I would recommend Bucharest (Romania) and for even cheaper, Chisinau (Moldova). They are a mix of slavic and latin culture so they know how to party. They are also in the Eastern block, so it will be dirt cheap. If you are in Romania, I would even recommend you go to Vama Veche, a tiny village on the coast of the black sea. Pretty much only locals go to Vama Veche. I don't know if you would be able to keep up with the partying. It's some crazy shit. I was there a month ago before the high season and I thought I was going to have restful weekend at the beach. Boy was I wrong and everybody tells me that it is about 10x crazier in July/August.

I stayed at a hostel that just opened a bar next door. They play music 24h a day, literally. Beer is about 2.50$ at a bar (1.80 Eur) and you can buy beers at about 0.50$ from the grocery stores and I am not talking about those pussy 355ml cans (12oz). That's for a .500ml (17oz).

Romanians speak pretty good English so you don't have to worry too much about communications barriers.
