No, that is not an active adapter.
You'll need one like this:

Sadly no,
"Active Single-Link" in the description.
It would be active DP to dual link DVI.
First go into nvidia control panel and then click the Set PhysX Configuration link. Check to see which chip (nvidia or intel) the mini-display port is hooked up to.
And no, that adapter will not work. You need a dual-link DVI because of the bandwidth it provides. That adapter (and similar passive, cheap adapters) only provide up to 3.0Gbp/s which is less than half that's needed. Also pixel clock rate.
You will need the 150€ active adapters, not the cheaper ones.

These are what you are looking for. Hopefully you can find them for less than 150€.
I'm only aware of a single product that supports 1080p @ 120Hz and its $90. Adapters like this don't have the bandwidth to do 1080p @ 120Hz and there is no adapter on the market (that I'm aware off) that can do 1080p @ 144Hz.

Example of said adapter.
I think it is possible with (Mini) DP

That's really a niche product and will take some time until something is available for USB-C.
You could try it with the Surface Dock and such an adapter but that's a lot of money for a better refresh rate.
You can buy a powered converter that will allow you to run the higher resolutions off of your computer. They are about $100.

I have been connecting old laptops for a couple years to my 27in 2560x1440 monitor with that.

You can get them a little cheaper now. Still expensive though:

Yes, if you're willing to pay the price:

1080p 144 Hz requires a Dual-Link adapter, which is very expensive. Standard $10 adapters are Single-Link only (even if they claim to be "Dual-Link") and will be limited to 60 Hz at 1080p.
I have a MSI GS65 Stealth Thin with MiniDP and Thunderbolt 3. My monitor (BENQ XL2411z) only supports 144hz on DVI-D Dual Link. I'm looking for an adapter or combination of adapters that will connect from MiniDP to DVI-D Dual Link and allow for 120hz or 144hz.
Here are two possibilities I was looking at that could get 120hz, but I'm not sure about them.

How can I connect MiniDP to DVI-D Dual Link and get 120 or 144hz?
The Accell one works (for me) though - But yeah, $90 is a lot for an adapter. Basically it allows me to extend the life of my beautiful pixel-perfect non-anti-glare monitor by another year or two for only $90... when I think of it that way, I feel better. (I bought the monitor in 2012, the adapter in 2015 - been using it for a little less than a year)
Something like this.
Lots of complaints about active adapters as well, not working properly always etc.
Either way, you'll need more than one card if you're going to game on both. Which is a workaround for the lack of extra DVI-D ports on a single card.
Yeah they're expensive though:
