I think I did alright trying to minimize costs for a good rocket league machine:

Can max out rocket league settings, but I would probably struggle with newer games.

I bought a pretty cheap prebuilt PC and added the GPU and SSD. I ended up spending around $600, not including peripherals.

Edit: the downside to this is I can’t really expand this PC anymore. Motherboard is full and the Power supply is maxed. All I can really do now is add RAM

Would that work with my prebuilt Acer Aspire? I'm just not sure about the PSU and the size of the GPU for the case. I've got this exact model here.

This is a bit more toward the top of your budget but it will do exactly what you need it for. The 2TB hard drive will be more than enough storage for storing documents/files.

Better than the archaic AMD ones at the same price. I don't know why none of AMD's new ryzen lines are showing up anywhere though. A tower with the new ryzen 2200g/2400g would be a great all around desktop even doing mild gaming.

Problem with super-cheap builds is that they never include Windows. So, your 400$ build is actually a 500$ now. For such a price, I would recommend a pre-built. Here, a 500$ that includes windows, basically like a regular 400 build.

It has enough power for light-weight gaming and it's a really good normal-use computer, having an I5 and 12gb of ram.
