Consider buying an Anker brand fast charger, They're way cheaper and if you get an Anker cord it will last, my s9's lasted since my old 2016 phone and its still going strong. Personally i'd reccomend https://www.amazon.com/Charger-Anker-Delivery-PowerPort-Foldable/dp/B07GWQ2GJC/ref=sr_1_2?keywords=anker+18+watt&qid=1568860660&s=wireless&sr=1-2 but it's up to you.
Be sure to buy an 18W USB-PD charger with a USB-C port. Fast chargers with USB-A only will not fast charge a Pixel 3.
I like Anker chargers, specifically this one for $23. You can save a few bucks if you get one with only the one PD charging port.

You could get something like this: https://amzn.to/2WBpIxh
It has 2 ports and 1 is PD that outputs at 18W.
The link above is my affiliate link by the way.
Another Anker supporter here! This is the charger I use. It's a little bulky but it supports 18w power delivery charging and it also has and additional USB A port so you can charge another device. The prongs fold in to make it a bit easier to travel with too.
Here is a smaller one that just does not have the extra USB A port.
Anker makes so many different chargers. I have two dual port one by them.

Which of these? The 30w isn’t much more but it’s bigger in size so not sure if it’s worth the size increase just for charging portable charger and phone. Does the increase from 18 to 30watts make a big difference?

Anker. Aukey is a knock off company. They make BS products that never hold up to the standards they advertise and their customer service sucks. I own the Anker one, it’s awesome. If you ever, literally ever, have s problem with an Anker product just email [email protected] and they will fix it. Also I suggest you sign up @ community.anker.com. Sry. Actually this is the charger I have. Same stats as the one you posted 18w PD but with 12w usb IQ
You'll want this one instead

The important think to look for is "Power Delivery" (PD) if you want to try other brands too.
If you need to charge both the device and a phone, aND can get away with 18w PD, one of these will work:
https://www.amazon.com/dp/B07GWQ2GJC/ref=emc_b_5_t
Or one of these, which is the smallest I've found, has folding prongs, and works quite well with my 10" chrome tablet and my pixel 3 phone:
https://www.amazon.com/gp/product/B07GDTL6PF/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1
In addition to all the other suggestions, you may also want to try a different wall charger / AC adapter.
People have complained that sometimes Netgear wall chargers do not supply enough electricity to the hotspot device. You can experiment with replacement chargers, or with removing the battery and using an Anker wall charger.
You might wanna add this. It’s a great Pd charger. Anker type C 18w PD $17.09
All you need to do is order a USB-C to Lightning cable or adapter. If you already have a USB-C brick (pumping out enough wattage), it will also support fast charging if it's available with your device.
