That build would certainly do what you want.
Possible substitutions you might consider:

Case + power supply. It's cheaper than the combo you have listed, and with the power draw of your system, fanless is an option.

Speaking of fanless, you could try this motherboard or this one to have a totally fanless system.

What sort of monitor are you going to be running? My experience with Intel HD 530 (on an i5-6500) is that league runs well (solid >60 fps, high details), at least up to 1080p. I suspect it works okay on older integrated chips too; at its core league is still the little game it was 6 years ago.

If you're willing to go without a gpu, then there are some VERY small cases. I don't know how prices are in Germany, and some of these require specialty power supplies. Here are a few:

I can't attest to the quality of any of these cases; just some things to look at so you know what's possible. Silverstone actually makes a bunch of things for sff computers.

If you think you have other preferences I can find some more stuff to look at. I love the little stuff; my current computer is in a Lian-Li mini-ITX case, and I love the thing.

I've done a couple Kabini and Bay Trails on Mini-Box M350 and Antec ISK110. All were mounted behind monitors

Not quite the same but they have slim cases that you can attach to VESA.

There were some pretty nice ones but I don't have the names/links on hand so that's just an example.

As a turnkey option, you can get extension brackets to mount a NUC or other VESA-sized case in a pretty clean fashion.

I used an AMD A10 to do some light gaming, but for low power usage you could get away with a mini itx board and a I3-6100T (35W).

Or a NUC like someone suggested.

How about packaging the computer in a VESA-mountable case and offering it in combination with a monitor it can be mounted to. Except that some manufacturers stopped putting VESA mounts on the back of their monitors. I'm looking at you Samsung.

You can in a sense but not going to be easy at this price point for what you are using it. There are product like this but I don't think it supports a GPU. Origin has one they can build for you at a premium. And it looks like there are a [few other] (https://www.quietpc.com/mono-aio) niche products but I have no clue the quality of monitor.
