While it's the only tablet I've owned, I'm very happy with my $150 Asus tablet.

for $150, I'd try to catch an HP Slate 7 Extreme or Slate 8 Pro on sale
otherwise, I'd be shocked if the Asus ME176 doesn't go down to $130 er so in the next 30 days ... quad-core 1.8ghz Atom, microSD, kit Kat ... fairly well reviewed, as well
maybe look for a refurb Nexus 7
I'd at least take last year's Dell Venue 7 over that Toshiba ... it's usually around $11x

The one thing that comes to mind is the ASUS Memopad 7 ME176CX-A1-BK. It's a bit more expensive, normally $150. But Amazon often has sales on it, it's $125 at the moment. That would be better, a real Android experience, a bit bigger.

I'd personally would get in on this refurb nexus 7 deal for $130 over that, especially at that price. Only thing that memopad has going for it is the microSD storage. I'd take the extra gig of ram and development community of the nexus over that any day. If you insist on the memopad, Amazon has it for $125

Sub $100 you're going to be looking at Chinese imports or really old tech.
If you can jump to $150, you're into new budget models. Asus MeMOPad 7 looks good.
Really any device should do. If you don't already have an Android phone, you can get a low spec model for around $80 or sometimes less depending on your carrier.
If you don't want a phone, there are great 7" tablets in the $100 range.
Walmart's Hisense Sero 7 Pro. I own one of thise, bought it at $130, and it's cheaper now. Not a lot of storage, but it's a very good budget tablet, especially if you're interested in custom ROMS (I rooted it, then flashed it with Android 4.4.2, it comes with 4.2.1). YMMV, the main issue I had was with HDMI video out not working. If you don't care about that it'll be perfect.
Also, ASUS makes great cheap intel-based tablets. My wife owned the 10" memopad last year and it was fantastic but we didn't really have a use for it. These are in the $100 - $125 range for the 7" models.
This is all assuming you want a budget device. If your budget is larger, there are plenty of good devices in the range from $150 all the way to ~$400, particularly the Samsung and Google Nexus devices, and the Nvidia Shield tablet at the highest high end currently, with Tegra K1.
If your budget is zero, then emulating will be fine, it gets the job done, it's just slower.
Edit - come to think of it, also check out Amazon Warehouse Deals. My wife needed a new phone last year but didn't want to spend a lot. Ended up getting a LG Optimus V for like $35 new, just dented box, phone was fine. It was a decent phone for a while, and later she kept it for quite some time as a MP3 player and general device.
