A sports bra is great for those early stages when there are nipple changes and later when breast buds start forming. (You mentioned binders in your headline but didn’t in the text of your post, but they are definitely not the way to go; binders can damage breast tissue that’s developing.)
One potential pitfall of wearing a sports bra under a just a T-shirt is the lines of the bra will very likely be visible. What I found that worked for me were compression workout tanks. You can usually find sleeveless compression tops in the men’s department at sporting goods stores.
