You can. Primer sticks to models better, but die small areas you can use black.

The primer is clogging because that's what primer is for. I know that sounds sarcastic but that wasn't my intent. Primer sticks to everything. It will clog an airbrush faster than a double cheese pizza clogs my digestive system.
The best thing to do, in my experience, is to only use small amounts of primer at a time and clean between refills. Also, I've noticed that different brands have different issues. Vallejo tended to clog really bad but Badger's Stylinzaingnasasaz primer tends to take longer before things go to hell (at least in my brushes).
Finally, needle size and pressure has a bit to do with it. Primer tends to run better through larger nozzle sizes as well as higher pressures. I prime with a .5mm needle and my compressor turned up to 25psi. I wouldn't even think of trying to prime with my .14 needle.

Badger Stylenze is the best, air brush it or brush it on, it is the greatest primer i have ever used. They come in colors too

The medium 20/20 tip is .4mm so I doubt the .3mm would cause that much strangulation. How high can your PSI go? Try going a bit higher and seeing what your results are. Are you using Vallejo Air primer? If not that is your issue. I use this and it sprays really well for my set up.
I always prime with Stynylrez. Spray it on or brush it on, it has never been tacky in my experience.

I suggest the three-pack instead, you save a bit of money and you get the three main colors you'll need for priming applications.
That second link is someone trying the old ebay trick of listing several name brands in the title to hopefully get a misinformed purchase. UMP is popular with the International scale modelers club. (ultimate modeling products). They have some great washes and the thinner they sell is really good stuff for most acrylics. (but I've nbot tried thier primers since Stynlrez is cheaper and fantastic.
