So the best way to get started is to create an account on fet, look up local events and finding a beginners rope class near you. In my area they run $5-15 and will teach you everything you need to know.
If that's not available to you, there's a wealth of information on Youtube.
Do you have rope? You can buy some from Home Depot that's not great but workable and cheap. If you're willing to spend more and wait for it to arrive, it's worth looking into hemp or jute. The HD rope is still worth having for crotch ties as it's washable.
Once you have rope, you'll need to learn a single column knot. I recommend the Somerville Bowline for its ease and security. Once you have your single column secure, you wrap the ends around the body to make patterns.
Safety. Rope is dangerous, especially when combined with the movement of sex. You can permanently injure someone. Watch several videos about safety. The most important things to watch out for are the wrists, and to have a way to safely cut rope. But really, watch the videos.
I'm an advocate of practicing on yourself when starting out. Learn a pattern, and once you've got it down find another one until you're comfortable with what you're doing. It shouldn't take that long before you're ready to show off what you've learned.
I took a look at that one, but I did not like how open it was. Was worried I could snag someone with it. Still, obviously better then a knife (which should never be used as an emergency rescue device) but I do prefer the benchmade one. They will also sharpen it for free if you send it in. Your rope is 35ft long - cut it into a 10ft and a 25ft segment. 10ft should be much more manageable for something like just wrists, while 25ft will still give you a good length to play with for other applications.
Also, a lot of people suggest EMT shears, but rescue hooks are actually safer and faster at cutting through rope/straps. I'd suggest something like this or this. Whatever safety tool you get, TEST it on your rope - you want to be certain you can use it quickly and effectively in case of emergency.
