You want to exfoliate first! Get an Italy Cloth, Scrub Gloves, or if you want to go non-AB, one of these. The next time you shower, scrub yourself down & any lotion you end up choosing will absorb much better.

I want to say it was probably after 2-3 uses? Not much! Sometimes I use it every 3-4 days, so sure you can do it more often, as much as your skin tolerates! I wring it out completely and let it dry between showers. Once it starts getting flat/pilled then I throw it out and get a new one.

Oooooh! I have this amazing problem too! Isn't it the best? :)

The three (four?) things I've found that helped me the most (and trust me I've tried SO MANY) are this Cerave bodywash scrubbed on using this scrubbie, followed after shower/bath with this aftershave and then this lotion after you give the aftershave time to air dry. I can also tell you that I've used that Buf Puf for probably a decade now and that alone doesn't do the trick. It wasn't until I got the other 3 products that I noticed a significant difference. Sadly, I started using all 3 at the exact same time, so I'm not sure which of the 3 are most helpful if you wanted to start slow and try one at a time.

I can tell you that shaving cream doesn't do anything for me in helping to prevent. And I've tried this after-shave powder and found it to be nice but not helpful for what I need. I sweat too much for a light powder to help with anything!

Edit: Just a side note - that Cerave lotion burns when you apply it right after shaving. I still do it and the burning stops after a second, but wanted to give fair warning!
