Niacinamide is a HG ingredient for me and has helped clear up my skin immensely. I will never go without it again!
That being said, I too have used the TO Niacinamide 10% + Zinc and it also irritated my skin. I believe the 10% concentration is just too much. I've since gone back to my #1 which is Clear Skin by PCA. It is a lot more expensive unfortunately (which is why I was trying the TO) but at only 5% niacinamide it is much more gentle.
You can also buy niacinamide (also known as vitamin B 3 ) in powder form rather cheaply. If you have a scale and can do some math you can add it to your favorite moisturizer (I would start at 2% and work your way up from there)

I wouldn't use capsules or tablets in DIY or ready-made products because you won't be able to know the actual percentage or measurement. Some fillers are not for the skin like cellulose gum. It will make your skin really sticky.
