Less for phone use and more for directions, I use a bag that sits on the handlebars. Bonus: there's room for my keys, wallet, and a battery charger if I'm on a longer ride.

Galaxy 3 fits (as does my wife's Note). Inside I can keep my wallet, a multitool, work keys and a battery for charging the phone on long rides, with lots of room for odds and ends if needed.
