Just get them gift cards to Amazon.com and tell them its for extra gear. Lets them choose what they want/need depending on what the dept issues or has available.
I joined my local VFD last October and have spent plenty on small things here and there all from amazon.
If their dept doesn't issue quality boots (ours only gives the standard rubber ones) and your budget supports it offer to buy them a set of Globe or similar boots. They run $400-$800 depending on style/brand.
