Bonus item: This isn't under $30, but $45 wil buy you a Leatherman Skeletool, which is one of the most universally useful items I own.

Ah, okay. In that case, stay on the lookout for the Clairefontaine grid lined 3.5x5.5 staple bound notebook. I can't find anyone that carries it online, but I got one at a local stationery store.
It's a very very tiny bit wider than 3.5", but it's a 48 sheet/96 pager. The cover is an ugly one, like this. It should be around that price ($8 for 3 plus shipping).
Edit: and I'm not blasting the Banditapple Peewee at you on purpose, because I have a feeling you'd find it dry and toothy if you love the Rhodia/Clairefontaine paper. =)
