The only permanent hair removal system that works is something like this:

It does work. It really does. But you have to spend a shit-ton of time on it. I figure to completely remove a full beard with this would take 30 hours a week for a year or two. If you're really broke and have a ton of time on your hands, this is perfect. If not, not so much.

I got this clever little piece of mechanical witchcraft here.

my only reservation is that the pain I felt while doing it wasn't consistently high, so I'm not sure I was always doing it right? I have a lot of belly fat, though, so maybe that affected pain somehow? And I always felt some pain, it was just the difference between "huh" and "OH OKAY YEAH IT'S ON."

It has a little needle-type thing on the end. You poke that into your skin right where the hair is, and hold it there for a little while. It burns (?) the follicle. It was kinda gross and weird because while holding it there you'd see a bubbling up from the pore. I think it's skin oils coming up. I wouldn't say it hurts, but you definitely feel a slight sting each time. I did it in about a 4x6 area on the inside of my leg above my ankle. The hair there isn't quite as thick as calf hair on the outer side. Not sure if it would work just as well with really thick hair.

Like I said, it works, but is tedious and sorta hard to do. You have to get it right there where the hair is, not just next to it.

This is the one I have. I guess the price has gone up! I used it several years ago.

You can buy at home electrolysis kits that are similar to what you're describing - I had this one: https://www.amazon.com/Clean-Easy-Deluxe-Home-Electrolysis/dp/B002QXLM3I?camp=1789&creative=9325&linkCode=ur2&tag=iphone0dce-20&linkId=OMBRYAX56M45VB35

But it isn't like tweezers, you have to stick a little pointy thing in each hair follicle to kill it. I didn't find it painful, but it was incredibly time consuming and the results weren't that great. I was able to permanently kill a few follicles before I gave up.

There is no at home, painless, permanent solution.

No side effects. I removed the first hairs about 2 months ago & they have not grown back. I'll try to post the link.
