Might take some work to find a good, unused FM channel, but my rig has no aux input (or tape player), so this is how I manage my stereo. With Android Auto and Tasker to change to car settings, and a suction cup on my dash, I have a full car infotainment system.

This is the exact one but I changed the fuses so the cigarette lighter would come on with ignition, it doesn't reconnect to my phone if it stays on for a while disconnected, also it's probably a good mod to do anyway. Took a minute and works great. Can't speak on the phone call aspect tho cause I don't use it. There's a few higher cost options, might remedy the problems I have, but I wanted something small.

I use this in my car, and basically it connects to your phone via bluetooth and plays it out on an FM channel of your choice. The quality isn't TOO bad, and at least there's no delay/lag.

Sorry to hear your sound quality sucks. I'm currently using the Comsoon Bluetooth FM Transmitter which I purchased from Amazon a couple months ago. Quality is good with no static, you just have to tune it to an empty station. I use it to play from my spotify playlist.
If this thing breaks, let me know how the modulator works out for you. I'd be interested in trying it out.
