Not only is it not harmful, silicone is chemicaly inert and nonreactive.

I bought some silicone putty as a desk toy, and my favorite part was the website FAQ:

Q: Should I call the poison hotline if I accidentally ingest some of the putty?

A: The putty may be choking hazard for small children, but don't worry too much otherwise. You'll be able to play with it again in a few hours.

EDIT: Silicon is the element on the periodic table, and no one puts packets of silicone in food packages. Silica is what the OP meant, but I still like the story. It was Aaron's Thinking Putty, btw. This is not an ad, that stuff is just awesome.

Find something else to do with your hands when you're idle. I keep a small tub of this in my backpack. I also carry origami paper with me and fold paper cranes.

Make a list of 10 things that you have to do before you're allowed to pick at your skin. Suggestions: drink a glass of water, check your email, take a walk around the block, anything.

Don't beat yourself up about it or feel like a failure if you do. That's not helping either.
