They made an entire mod just to make byzantine empire more flavorful.

You absolutely, 100% do not need every single DLC, but if you want to just wait for the Winter Steam sale to hit and you can probably nab all of it for $40 or so. But for what you want, just get the base game and the "Legacy of Rome" DLC.
