Do you read PC-DVD ROM or anything anywhere? If so then it should be there.

With physical copies of Steam games, there is always an installation disk included. Steam is will install the game from DVD, and it will then download updates normally.
and that is for the Black Armor edition too
The CE has PC-DVD rom written on the box. In my humble opinion you got a faulty package.
