Puta madre...qué impotencia!!! Comprendo perfectamente como te sientes OP, desgraciadamente hay mucha falta de cultura en este puto país respecto a las mascotas y al uso de las correas. Por eso mismo, a las autoridades les va a valer un carajo tu caso.
Yo no estoy de acuerdo con el pendejo que te sugirió lo del anticongelante, ya que es ponerte al nivel de los malandros y, como dices, los perros deberían ser controlados por sus dueños, por lo que no tienen la culpa.
Te recomiendo que cheques con la PAOT a ver si ellos pueden hacer algo respecto a los perros. Respecto a los malandros, yo te sugiero que tengas precaución y que no llames al 911 porque te van a ignorar, mejor busca el módulo de policía más cercano y ve personalmente con fotos de como quedó tu mascota, la cuenta del veterinario y llégales por el lado sentimental de que ya tenía más de 16 años, lo que pasó, etc...chance y a lo mejor encuentras a un policía que se rife y vaya a poner orden, aunque también seguramente te dirán que denuncies o algo así...
Espero que tu perrita se salve, pero si no, en verdad lo lamento mucho y espero que encuentres pronta resignación. Nadie se merece ver a su mejor amigo irse de esta manera. Un abrazo

He shuts up almost instantly.
Only bad thing is that it works best on dogs that have ears that are upright. The neighbor on the other side of us has a dog that has ears that lay down and this doesn't work on him as well. It works some of the time.
This whistle emits a low frequency noise that only they can really hear and it bothers them so they shut up.
