From what i can tell HBO expected better ratings after having shows that did so well in that area like Sex And The City, The Sopranos and Six Feet Under. They didn't adjust for DVD sales as well as they do now and as a result Deadwood, Carnival, and Rome got cancelled in that transition period even though their viewer numbers would be respectable by todays standards. Deadwood has done well in DVD/Blu-ray sales. Paraphrasing from the article below.

I still bought the Blu-ray box set after debating if i wanted to give them money for an imcomplete product but the show is one of my all time favorites even if it is unfinished. FYI this has a 23 minute segment where David Milch talks about the show and what he would have done with it that was filmed on the set in 2008 which is really interesting, not linked online anywhere or i would post it.
TL:DR HBO fucked up.

I am pretty sure the one to own is the 69.99 version. It's more a collectors edition than the other one.

This is the one I have. There are audio commentaries on almost every episode, and some episodes have two sets of commentary with different cast/crew.
Olyphant's anecdotes on these are hilarious.
