It will actually be quite safe if set up to apply tension directly along the centre axis of the seat tube and post. My jig was for repairing carbon/aluminum bonded frames. I could open up the seat tube to bottom bracket housing joint without damaging the rest of the frame. The lugs were c.35 mm inside the tubes. The first one was very frightening.
If you want to see what is caught up, try a USB endoscope.
You could try the internal hacksaw method, but that has risks as well.
Edit: u/RECAR77 posted up a cable puller setup of effectively what I was trying to explain. The jig I made was from a large wood working sash clamp operating in reverse.
