You might try Amazon. There are few online retailers who still sell old stocks but some of them might be almost as costly as $25.

If you play manager carreer you'll get the basic concepts yes. There is however a lot of stuff stripped from what an actual manager would do. Whereas football manager is really good at keeping it close to reality. The problem with Football Manager is that it looks really scary before you get into the system and actually see how the game works.

If you like the strategical aspects of football and want a better understanding I'd suggest atleast trying out the 2014 demo, which is free on steam: http://store.steampowered.com/app/231670/ or if you want to spend less and get the full game the 2012 version costs like $5 nowadays http://www.amazon.co.uk/Football-Manager-2012-Mac-DVD/dp/B005HGG006

Googling suggests ... FM = Football Manager?

If so, this is probably your answer, though you might be able to find a better deal with a little more searching.

In general, keys for games that Steam no longer sells still work just fine, forever.

If it's not Football Manager, then the answer remains the same -- see if Amazon sells a physical version of the game, or somebody sells a key for it, as these things will still work.
