I don't know if you're buying from this seller but it says that "Football Manager 2017 Limited Edition includes Football Manager Touch 2017 for free".
Try local game stores or Amazon for a new physical copy. You might get a cheap copy of FM17. Once you got one, just register the key with Steam and you're good.
