You probably have dry scalp which is what I have and why Head and Shoulders doesn't work.

It is the only thing that has worked for me. I also use lukewarm water when showering as my dermatologist said hot water is the bane of dry scalp/skin.
You might also want to get some tea tree oil and put it on your scalp after a shower.

I use Head and Shoulders, and have been using it for nearly two decades now. When I don't my head gets all itchy and massively flaky. When that happens I have to slow down my hair washing process, really massage it in with my finger tips into my scalp, and let it sit for a minute or two before washing it out.
An acquaintance of mine uses Pine Tar Shampoo and I've tried it but I am not super fond of the fragrance.
