I would definitely go with the certified letter route.

I would fence in the front yard. Their dog will have to learn to shit elsewhere. I think that your courtesy to keep letting them have their dog shit on your lawn stopped when they didn't pick it up, weren't responsible with the bags, and the continued issue you are having.

I would contact the police non-emergency line and ask them what your options are. If you feel harassed, tell them so. They will lay out what you can and can't do and how you should proceed to cover your own ass.

If you have an HOA, look over those documents and see if there is recourse through them. See if they have required arbitration and be prepared for the bureaucracy involved if this is something they require.
