Do they need to be perfectly spherical?
Here’s a 3” ball bearing but it weighs 4 pounds.

To get it closer to 1.5 pounds you’ll probably need cast aluminum.
Here’s a 3” steel ball but it weighs 13 ounces. It’s hollow though, so maybe you could drill a hole, fill it full of a material to get it closer to your goal weight, and then refill the hole?
