For profit prison guarantees abuse, as locking up as many people as possible is rewarded. If you give someone profit motive, they will prey on the weak and the poor, as they absolutely already do.

Ideally, will government control, there are checks and balances over this type of behavior. Obviously, there are plenty of problems, but they can be minimized with proper oversight. Government entities ideally can be held in check by voting and passing proper measures to keep things like this from happening. Obviously, those who were involved in this incident were prosecuted.
