I'll be completely honest and say that I still use a round nose scraper for most of my bowl work.

Something like this Hurricane scraper will do a good job of hollowing:

For bowls with no chuck, I'd say you need a standard parting tool, a 3/4" or 1" bowl scraper, and a 1/2" bowl gouge (3/8" flute). If you plan to purchase and use a chuck, you would likely need to add a 1/2" skew chisel since most entry-level chucks have dovetail jaws.

Since this is for starting out, regular M2 HSS is fine for your needs. I happen to like the Hurricane brand for cheap M2 HSS tools (I own quite a few). They're affordable at around $25 per tool, give or take $5, and they have nice and long ash handles which makes them easier to control; unlike the PSI sets which are generally only about 16" in overall length, most Hurricane tools have a 16" handle.
