So I also live in Germany and recently built a few budget PCs for less than 300€ for my borther and friends.
What I did was look on ebay Kleinanzeigen for older Ivy bridge i5/i7 + mobo + RAM bundles and then build with that using for example used RX 470/480/570/580 that starts around 80€.

You can find stuff like an i5-3470 + motherboard + 2*4GB RAM for ~50€, paired with a 250GB SSD for 30€, some used case that you can find for free or <5€ on Kleinanzeigen sometimes and some decent PSU that you could also find used, like good modular Seasonic PSUs often selling for ~10-25€ on kleinanzeigen (although buying a used PSU is not really always advised, on a 200€ budget I'd say it's a reasonable thing to do). But you could get a new PSU too.
That would make for a decent PC around 100€, just missing a GPU. And for that just get whatever you find. Currently the best finds on ebay and kleinanzeigen in my opinion are as I already said the 470/480/570/580 which you can find for well under 100€.
You also find whole PCs that were used as multimedia PCs for example with no or crappy GPUs for 100-150€ sometimes.... even with Haswell i5s or ivy/sandy bridge i7s.

This whole process might just be a bit time consuming because you have to check kleinanzeigen relatively often to find good deals that are often gone in the first 10-20min after they're uploaded.
On amazon there are some low-end brands that cost around €30for 256gb.
