I had the exact same problem with my beagle Ruby.
My mum got her one of these and she seems to like it.

Don't have to touch her paws to put it on (which she also hates), has reflective strips on it, and a handle to pull her away from all the nasty stuff she tries to eat! I'm in the UK but hopefully this brand is available where you are and meets your budget needs!

I also love that your beagle and I share the same name ha ha.
